About Your City

Local government in the United States regulates the most personal level of government for citizens, that of their city. City government is generally managed by elected officials, including the Mayor and the City Council Members. City governments sit underneath and next to the County and State governments, which in turn are beneath the Miami local government.

The City of Point Russell, incorporated on October 4, 1887, is a general law city formed under state legislative statutes and governed by a body of laws in the State Constitution. The Point Russell City Council consists of five council members elected "at large" for staggered four-year terms. Council members must be residents of the City and registered voters at the time nomination papers are filled out.

The City Manager appoints a staff to assist him or her in carrying out their duties. City departments include the City Attorney's Office, City Clerk's Office, City Treasurer's Office, Community Services, Development Services, Electric, Finance, Fire, Personnel, Police, Public Works, and Support Services.

Like the City Manager, the City Attorney is appointed by the City Council. Both the City Clerk and the City Treasurer are elected by the public.

City Council Meetings

Meetings of the City Council are held the first and third Tuesdays of each month at 6:00 p.m. The meetings take place in the Council Chambers located at 777 Cypress Avenue. City Council meetings, except for closed sessions as allowed by law, are open to the public and participation by citizens is welcomed and encouraged. Online video of the Council meeting is posted on this website by the City Clerk the same week following the meeting and is televised the following Thursday of the same week on Community Access Channel 181 at 12:30 p.m.

The City Council agenda is prepared by the City Clerk, under the direction of the City Manager, prior to each Council meeting. The agenda sets forth the order and subject matter to be considered at the meeting. City Council agendas are available at the City Clerk's Office or may be viewed in the display case in front of the Council Chambers, 777 Cypress Avenue, beginning at 4:00 p.m. on the Thursday preceding the Council meeting.
